How to register to the LTO portal

Here are the steps to register for an account on the LTO portal.

1. To start the process of LTO portal registration, go to the website.

2. For LTO registration, click on the “Register” tab on the top right hand side of the page.

3. Make sure that you read and understand the terms of agreement of the website. Once you’re done, check the “Yes, I accept” tick box and enter the CAPTCHA. Click Next.

4. On the next page, click “Enroll as an individual.”

5. Answer the questions about your existing license (if any) and nationality. Fill out the personal information sheet and contact details. Once done, click Next.

6. You will receive a verification email on your registered email address. Click the verification link attached to the message. You will be taken back to the LTMS website.

7. Set a password for your LTMS account. Make sure that your password has a minimum of 8 characters, at least one alphabetic character, has at least one number and has upper and lower case letters.


8. You can now begin the LTMS/LTO portal login process. Log in by using your registered email address and password.

How to apply for a driver’s license using LTMS

Applying for an LTO driver’s license is more convenient now thanks to the LTMS portal. Through the LTMS, you can apply for a student’s license, renew your license, have your records revised and so on.

Are you ready to hit the road? Here’s how to apply for driver’s license using LTMS.

1. Go to the LTMS portal and log in to your LTMS account using your username and password.

2. Complete the online application form. Make sure that you answer all the questions with red marks like your complete address, place of birth, educational attainment, eye color, height, weight and emergency contact. Click “Apply Changes” once you’re done.

3. You will go back to the main page. Click “Licensing” to proceed.

4. Indicate the type of license you are applying for (student, professional, non-professional), the type of application (new application, renewal, revision of records, application for additional codes, etc.).

5. Once you’ve indicated the type of license and application, you can now proceed to LTO online appointment by picking your preferred schedule and LTO office.

Requirements for driver’s license application in the Philippines

Imagine this: you have a new car or motorcycle. You’ve passed your driving test and are excited to go wherever your ride may take you.

Before you can totally hit the road, you need to secure a driver’s license first. After all, it’s just part of being a responsible driver or rider. Trust us, nobody wants a kamote on the road. In fact, you need to apply for a student driver license well before you can even get behind the wheel on your first day of driving school!

There are three types of driver’s licenses in the Philippines. First is the student permit (also called student license), which is for first time drivers. It is valid for one year and must be secured before enrolling in a driving school.

The second type is the non-professional license which allows you to drive private vehicles only. You can apply for a non-pro license one month to one year after you get your student permit.

Third is the professional license which is awarded to those who drive both public and private vehicles.

Here are the requirements for a driver’s license in the Philippines, based on the type of license.

Student permit

To qualify for a student permit, you must be:

  • A Filipino at least 16 years old, or foreigner at least 18 years old and have been in the Philippines for at least 1 month and proof of stay for at least 6 months
  • Physically and mentally fit
  • Able to read and write in Filipino and English
  • Have no unsettled traffic violation
  • Have completed 15-hour theoretical driving course from accredited driving schools
  • Have a email address

Here are the requirements for a student permit:

  • Accomplished application for permits and licenses (APL) form
  • Electronically-transmitted medical certificate from LTO-accredited clinic
  • Original and photocopy of any of the following:
    – Birth certificate
    – Valid ID
    – Passport
    – Local civil registry
    – PSA certificate of marriage
  • If below 18, notarized parental consent to secure a student permit and valid ID of the parent/guardian
  • Theoretical driving course assessment electronically submitted from an LTO-accredited driving school

Non-professional license

For a non-professional license, you must be:

  • At least 17 years old for Filipinos or 18 years old for foreigners
  • Holder of a valid student permit, expired non-pro license or expired foreign license for over 2 years but less than 10 years
  • Physically and mentally fit
  • Pass the LTO exams
  • Completed a minimum of 8-hour practical driving lessons from LTO or TESDA-accredited driving school

Requirements for non-pro license

  • Medical certificate from an LTO-accredited clinic
  • Original valid student permit
  • Original PSA-issued birth certificate
  • Practical driving course certificate from an LTO or TESDA-accredited driving school

Professional license

To get a professional license, you must be:

  • At least 18 years old
  • Physically and mentally fit
  • Non-pro license holder for at least 1 year
  • No unsettled traffic violations
  • Have a valid student permit issued at least six months before license application, valid or expired foreign license, or valid or expired professional or non-pro license
  • Able to communicate in Filipino and English
  • Must pass LTO exams
  • Completed minimum 8-hour driving lessons from LTO or TESDA-accredited driving school

Requirements for professional license:

  • Birth certificate for Filipinos

  • Have your photo and biometrics taken.
  • Wait for the LTO to release your new driver’s license and official receipt. Sign your name and signature on the release form.

LTO Portal Exam

After signing up for an LTMS account, you can take the LTO portal exam called the Comprehensive Driver’s Education (CDE) validation test.

The CDE is an LTO online exam that you have to complete for your license renewal application. It consists of 25 questions and you need to score 50% or at least 13 correct answers to pass. There is no time limit to answering the questions so you have the breathing room to think about the questions first.

To take the CDE LTO exam online, you must log in to your LTMS account.
