Who is a solo parent?

The government’s definition of a “solo parent” or “single parent” encompasses a lot of different circumstances.

According to the Republic Act No. 8972 or the Solo Parents’ Welfare Act, these individuals are considered as solo parents:

1. A woman who gave birth as a result of rape and other crimes against chastity, even if the perpetrator has not been finally convicted

2. Parents who were left alone due to

– Spousal death

– Spouse’s conviction or detention for at least 1 year

– Physical and/or mental incapacity of the spouse

– Legal or de facto separation for at least 1 year

– Nullity or annulment of marriage

– Spousal abandonment

3. An unmarried parent who has decided to keep and take care of the child/ren instead of giving their custody to other people or to a welfare institution

4. Any other person who provides care and support to the child/ren

5. A family member who assumes the responsibility of the head of the family due to the death, abandonment, disappearance or absence of the parents

How to get a solo parent ID

Once you’ve compiled all of the requirements, you can go to your local Department of Social Welfare and Development (DSWD) office to apply for a single parent ID.

  1. Fill out the application form then submit it together with the necessary documents.
  2. The local DSWD office will then assess your application and documents.
  3. Wait for your application to be approved. Once you’ve been approved, you can now claim your physical solo parent ID.
  4. The ID will be issued after 30 days and is valid for one year.

Alternatively, in some LGUs like Quezon City, you can apply for a solo parent ID online.

Here are the instructions if you’re a QC resident and are looking to apply.

  1. Go to and register using your email address.
  2. Fill out the application form online. Make sure that you accomplish everything in the Sectoral Information section.
  3. Upload your supporting documents.
  4. Your application will then be reviewed by social workers. You will receive an email to schedule an appointment for an interview and assessment.
  5. Once you’ve received the email, sign up for your appointment at the Social Services Development Department (SSDD) section of the website. Present your reference number for verification.
  6. On your appointment date, go to the SSDD office at the City Hall for your interview and assessment.
  7. Once approved, install the QCitizen app on your phone to download the Solo Parent ID.

Solo parent ID requirements

The requirements for a single parent ID are:

  • 2×2 photo
  • Application form
  • Birth certificate/s of your child/ren
  • Appropriate documentary support
  • Spouse’s death certificate
  • Certificate of annulment/nullity of marriage
  • Certificate of no marriage (CENOMAR)
  • A doctor’s certificate proving the spouse’s physical or mental incapacity
  • Your income tax return or any document that shows your income level
  • Barangay certification showing that you have been a resident for the past six months

Take note that these are just the general documents that you need to present when you’re applying for an ID. Some local government units may ask for more documents.

In addition, some LGUs have application forms that are available online. And if you’re a resident of Quezon City for example, you can register and get your digital solo parent ID online.

For the renewal of your solo parent ID, just go to your local DSWD office and bring the required documents together with an application form.

Solo parent ID benefits

Being a solo parent does not have to be difficult. Thanks to advancements in policies and attitudes, solo parents now have almost the same benefits and protections as married parents.
These are just some of the benefits that you can enjoy if you have your own single parent ID, and as a solo parent in general:

1. Parental leave with pay

Single parents in the Philippines are entitled to seven days’ parental leave with pay every year. You can use your parental leave to attend to your child/ren’s needs where your physical presence is required.

You can avail of the parental leave within the year after getting the ID. However, it is not convertible to cash.

2. Philhealth coverage and medical assistance

Under the Expanded Solo Parent Welfare Act, you and your fellow solo parents are granted an automatic national health insurance coverage under Philhealth.

In addition, the Department of Health (DOH) offers solo parents with health programs which can be availed from health centers, hospitals and health units across the country.

3. Monthly cash subsidy

You will also receive a monthly cash subsidy of Php 1,000 per solo parent if you’re earning below minimum wage. You can get your subsidy from your local city or municipal government.

4. Discounts and VAT exemptions

You don’t have to worry about buying milk or diapers for your child anymore!

The Expanded Solo Parent Welfare Act has granted single parents who are earning less than Php 250,000 annually with a 10% discount and VAT exemption on infant milk, food, micronutrient supplements, diapers, medicines, vaccines and other supplements purchased from the child’s birth until six years of age.

5. Scholarship programs

If you want to pursue higher education, you can avail of scholarship programs on basic, tertiary and technical education. Your child will also be granted a full scholarship as well!

6. Skills training

As a solo parent, you can avail of livelihood programs and training that can improve your quality of life and bring in possible income. Some local governments across the country offer programs like this.

7. Flexible working hours

Solo parents like you have the right to flexible working hours or varying arrival/departure times from work without affecting their core hours as set by their employers.

8. Protection against discrimination

Under the RA 8972, employers are not allowed to discriminate against their solo parent employees with respect to the terms of their employment on account of their status.

9. Psychosocial services

The DSWD provides solo parents with psychosocial support that will help them fulfill their responsibilities to their families and communities. These services are designed to:

  • Help solo parents resolve grief, frustration and loneliness
  • Provide learning opportunities that will strengthen their ability to raise children and assume other roles at home
  • Provide skills and livelihood training
  • Give access to available resources and other support services
  • Organize community support systems and growth groups of solo parents

10. Housing benefits

You and your fellow solo parents can avail of housing assistance and allocation in public housing projects with liberal payment terms, provided that you are earning below minimum wage.

Is a solo parent ID a valid ID?

Unfortunately, the solo parent ID is not considered a valid ID in the Philippines. You can only use it to claim benefits and privileges as set by the government. You cannot use it to prove your identity; you will still need other government-issued IDs for this purpose.

However, some banks and lending companies may ask that you provide additional IDs on top of your primary ones just to verify your identity. In this case, you may present your solo parent ID.
