PhilSys National ID Requirements

The PhilID, also known as the Philippine National ID, is part of the Philippine Identification System (PhilSys)(1), which aims to provide a valid, government-issued identification for all citizens and resident aliens of the Philippines. This non-transferable card is intended to streamline transactions, both with government and private entities, by offering a single, official form of identification. It contains personal information, including biometric data, to accurately and securely identify individuals.

Registration for Philsys is open to Filipinos and resident aliens all ages including newborns but not mandatory by law. Nonetheless, given that PhilSys will facilitate access to governmental services, it is highly advised for residents to enroll.

For infants and toddlers under the age of five, the process involves gathering only their demographic details and a portrait photo, which will then be associated with their guardian’s PSN. Although their full demographic and biometric details are recorded at the initial sign-up, they are required to refresh their data and undergo another biometric collection upon turning fifteen years old.

The national ID validity period varies: For Filipino nationals, the PhilID remains valid indefinitely and only needs renewal when there’s a need to update demographic or biometric details. On the other hand, for resident aliens, the PhilID has a validity of just one year, with the option for annual renewal.

The national ID System requirements (2) are the following.

• Application Form: A completed application form for the PhilSys ID, which may be obtained from the Philippine Statistics Authority or its designated registration centers;
• PSA-issued birth certificate and one government-issued ID with photo and signature;
• Passport or e-Passport issued by the DFA;
• UMID card;
• LTO-issued Student’s License Permit or Non-Professional/Professional Driver’s License;
• PSA-issued certificate of marriage (for married women adopting the surname of husband).

National ID Requirements for Resident Alien

For resident aliens in the Philippines, obtaining a PhilID, involves a specific set of documentary requirements. These typically include proof of identity and legal residency status.

• The passport used upon entry into the Philippines or a current valid passport is required;

For Overseas Filipino Workers, obtaining a PhilID, the official national identity card of the Philippines, involves presenting specific documents to verify their identity and employment status.

• Proof of Filipino Citizenship: This can be a birth certificate issued by the PSA or a valid Philippine passport;

• Biometric Information: OFWs will need to provide biometric data, including fingerprints and iris scans, at the time of registration;
• Front-facing Photograph: A recent photo taken during the registration process;
• Additional Identification Documents: Depending on the PSA’s requirements, additional documents like a marriage certificate or a driver’s license might be needed for further verification.

OFWs should check the latest requirements and procedures with the Philippine Statistics Authority or the nearest Philippine embassy or consulate. The process might slightly differ for those registering from abroad compared to in the Philippines, especially concerning the submission of documents and biometric data collection.

How to apply a National ID: Сomplete Guide

I. Prepare All your Requirements (see the list of National ID Requirements above)

Start by gathering all necessary documents. You’ll need at least one primary document like a PSA-issued birth certificate, Philippine passport, or a government-issued ID that includes your full name, photo, and signature or thumb mark.

If you don’t have a primary document, a range of secondary documents can also be used, including employee IDs, school IDs, or barangay clearance that contains your photo, signature, and full name​.

II. PhilSys ID Online Pre-Registration (may not be currently available)

If this online service is temporarily unavailable, you can skip the step II. and go directly to the registration center taking all the necessary documents with you.

1. Visit the Official PhilSys Registration Portal: Go to the official PhilSys registration website – register.philsys.gov.ph;
2. Provide Your Basic Information: Enter necessary details such as your full name, gender, date and place of birth, and contact information;
3. Set an Appointment: Schedule an appointment for your biometric capture at your nearest registration center. You can choose the date and time slot available that is most convenient for you.

III. Go to the Designated Registration Center

Go to any PhilSys registration center (3), which can be found across various locations including PSA regional and provincial offices, local civil registry offices, and selected government service offices like GSIS, SSS, and PhilPost, among others​. Also PSA offers mobile registration services to reach remote areas through initiatives like:

• PhilSys Mobile Registration Vans;

Below is the list of centers where to get a National ID:

• PSA regional and provincial offices;
• Local Civil Registry offices or Municipal Hall;
• GSIS;
• SSS;
• Pag-IBIG offices;
• COMELEC;

• Selected government agencies assigned by PSA.

IV. Complete the Application Form and take Biometric Data

Complete the Application Form: At the registration center, you’ll fill out a PhilSys Registration Form. It’s important that the details you provide on the form match those on your documents. The PSA will verify your documents and, if all is in order, capture your biometric information. This includes a front-facing photograph, all ten fingerprints, and an iris scan​. The average registration time is about 15 minutes.

V. Receive Your PhilSys Number (PSN) and ID

Once your information is verified and found to be unique, a PhilSys Number (PSN) will be generated for you. After this, you’ll be notified about how and when you can receive your National ID card​.

PSA partners with Bangko Sentral ng Pilipinas to produce PhilID, and coordinates delivery with PHLPost. Typically, after completing your registration and biometric data capture, PSA estimates the production and delivery of the physical ID card to take several weeks.

How long to get National ID in Metro Manila?

In Metro Manila, after completing the ID data capture process, the PhilSys National ID is typically delivered to your mailing address within approximately 10 to 15 working days. For more details, you can visit the PHLPost website.

How much is the processing fee the National ID?

The National ID is free of charge for Filipino citizens, including delivery fees. However, resident aliens in the Philippines must pay a standard fee for the initial application and any renewal or replacement in case of loss or damage​.

To get and print your ePhilID, first check its availability at ephilid.philsys.gov.ph (4) ( using your 29-digit reference number from your National ID registration.

You receive your 29-digit reference number during the National ID registration process. This number is provided to you on a paper given at the time of your registration. It’s important for accessing services like downloading your ePhilID.

If available, enter your details and receive an OTP on your registered mobile number.

About the PhilSys Act

The PhilSys Act or the R.A. 11055 is the law behind the central identification platform of the Philippine government. This law aims to:

• Simplify public and private transactions;
• Promote the ease of doing business;
• Improve the transparency and efficiency of public and social services;
• Enhance administrative governance;
• Curtail corruption and red tape;
• Avoid fraud.

The law mandates the Philippine Statistics Authority (PSA) (7) to implement PhilSys, as well as to formulate its policies and guidelines.

PhilSys has 3 components:

• PhilSys Number (PSN);
• PhilSys Registry;
• Philippine National ID (Phil ID).

1. PhilSys Number (PSN)

The PhilSys Number (or PSN) is the permanent identification number that is unique and randomly-generated. Each person, whether a Filipino or a resident alien, will have it upon his or her birth or registration. All government agencies and those government-controlled corporations recognize and incorporate the PSN. One person can only have one PSN. Additionally, it cannot pre-assign to any person and no one can choose their PSN.

2. PhilSys Registry

The PhilSys Registry is the database used to store the PSN and all the records of registration. It also stores the history and other related information of all registered persons.

3. Philippine National ID

The Philippine National ID (Phil ID) is the single, non-transferable card issued by the government to all eligible persons. The eligible persons are the Filipinos and resident aliens registered in PhilSys as per guidelines of PSA. Filipino citizens with dual citizenship are also eligible.

The Philippine National ID will bear these pieces of information of the cardholder:

• PhilSys Number;
• Full Name;
• Gender;
• Blood Type;
• Date of Birth;
• Place of Birth;
• Full Fingerprint;
• Iris Scan;
• Photograph;
• Address;
• Citizenship (if Filipino or resident alien).

Optional disclosed information:

• Marital status;
• Mobile number;
• E-mail address.

Meanwhile, newborns will be automatically registered with their Philippine National ID, but without their fingerprint and iris scan. After 5 years, they will receive a new ID card with their biometrics information.

How many Philippine National ID cards have already been issued in the Philippines?

PSA said that deliveries of physical National ID cards are scheduled to be completed in September 2024 (8). This follows a registration surge that saw up to 250,000 Filipinos enrolling daily at peak times. Currently, there are 82 million Filipinos registered with PhilSys, which is about 81% of the population aged five and above.

Out of these, 49.2 million have received their physical ID cards, while 44.6 million have been issued digital versions or ePhilIDs. The backlog in printing physical cards, which can only be printed at a maximum rate of 80,000 per day, is being addressed, with plans to clear all pending deliveries by September 2024​.
